Regulations
ARTICLE 1. Organisation

The 59th TOUR DE PICARDIE is organised by TDF Sport and Amaury Sport Organisation, according to the rules and regulations of the International Cycling Union (UCI) and the Fιdιration Franηaise de Cyclisme. It takes place on Friday 13, Saturday 14 and Sunday 15 May, 2005, in 4 stages.


ARTICLE 2. Type of Contest

The contest is restricted to athletes of the Elite Male Category. It is registered on the Continental European Calendar as a class 1 event, and awards the following points according to article 2.11.014 of the U.C.I.:
    • General individual classification: 80 – 56 – 32 – 24 – 20 – 16 – 12 8 – 7 – 6 – 5 and 3 points to the first 12 riders making classification,
    • Stage winners: 16 – 11 – 6 – 5 – 4 – 2 points to the first 6 riders making classification,
    • Rider wearing the leader's jersey for each stage: 8 points.

ARTICLE 3. Participation

In compliance with article 2.1.005 of the U.C.I., the contest is open to:
    • U.C.I. Pro Teams (maximum 50%),
    • Professional Continental Teams,
    • Continental Teams,
    • National Teams.
In compliance with article 2.2.003, the number of contestants per team is 5 riders minimum and 8 maximum.


ARTICLE 4. Office Reception Hours

Office reception hours are held on Thursday, 12 May from 2:30 p.m. to 5:30 p.m.
Contestants' numbers can be collected by licensed team managers between 2:30 p.m. and 4:45 p.m.
The Sports directors meeting, organised according to article 1.2.087, In the presence of the Member of the College of Commissioners, is scheduled for 5:00 p/m. at the reception office of the organisation.


ARTICLE 5. Radio-Tour

Information regarding the race is broadcast on Frιquence «Radio-Tour» at 169.425 MHZ.


ARTICLE 6. Neutral Technical Support

Neutral technical support services are delivered by the company MAVIC, using 3 vehicles.


ARTICLE 7. Finish Time Frames

Depending on the characteristics of each stage, maximum finish time frames are set at 8% of the winner's time.
In compliance with article 2.6.032 of U.C.I. regulations, the College of commissioners can extend this finish time frame after consultation with the organiser.


ARTICLE 8. Bonus Points

Bonus points for time, which are only applicable to the general individual classification, are awarded in the line stages and intermediate sprints, in compliance with article 2.6.019.
1°) For each intermediate sprint: 3'' – 2'' – 1''
2°) For arrivals at 1st and 2nd stages: 10'' – 6'' – 4''
3°) For arrivals of 3rd and 4th stages: 6'' – 4'' – 2''


ARTICLE 9. General Individual Classification by Time

The general individual classification by time is determined by adding the recorded times for each stage, taking into account the bonus points and penalties – article 2.6.014 of the U.C.I.
The leader in the general individual classification by time wears the yellow jersey.

ARTICLE 10. Youth Classification

The Youth classification is limited to contestants born after 1st January, 1980.
The leader of the Youth classification wears the White Jersey.

ARTICLE 11. Classification by Points

A classification by points is determined by adding the points obtained in each of the 4 stages as well as in the intermediate sprints, according to article 2.6.017 of the U.C.I.

Awarded at each finish: 25 – 22 – 20 – 18 – 16 – 15 – 14 – 13 – 12 – 11 – 10 – 9 – 8 - 7 - 6 – 5 – 4 – 3 – 2 and 1 point to the fist 20 riders making classification.

At each intermediate spring: 3 - 2 and 1 point.

The leader of the classification by points wears the Green Jersey.

In case of a draw in the general classification by points, the following criteria are applied, until a winner is determined:
    1°) Number of stage victories
    2°) Number of victories in the intermediate sprints
    3°) General classification by time
Prizes awarded in the classification by points are:

For each of the intermediate sprints

ARTICLE 12. General Classification by Teams

In compliance with article 2.6.016 of U.C.I. regulations, the daily classification by teams is determined by adding the three best individual times of each team. In case of a draw, the winner is determined by adding the places obtained by their first three contestants in the stage. In case of yet another draw, the winning team is determined by the place of their best rider in the stage classification.

The general classification by team is determined by adding the three best individual times of each team in each of the stages contested. In case of a draw, the following criteria will be applied until a winner is found:
    1°) Number of first places in the daily classification by team
    2°) Number of second places in the daily classification by team, etc…
    If there is still a draw, the teams are ranked according to their best rider in the final general classification.
Any team reduced to less than three riders is eliminated from the General Classification by Teams.


ARTICLE 13. Classification for Combativeness

The Prize for Combativeness rewards the most generous rider in terms of the effort made and the spirit of the sport demonstrated. This classification, decided in the 4 line stages, is awarded by a jury, presided over by the Director of the Contest.

Prizes awarded in the daily classification:
- €1,000 for each stage

ARTICLE 15. Anti-doping Control

The Anti-doping control is carried out under the authority of the U.C.I. and of designated officials, at the finish line of each stage in the organisation's motor-home.


ARTICLE 16. Protocol

At the end of each stage, the following participants must present themselves for the protocol:
    • Stage winner,
    • Leader in general individual classification,
    • Leader in the classification by points,
    • Leader in the youth Classification,
    • The Combative rider of each stage.


ARTICLE 17. Penalties

Penalties are incompliance with U.C.I. regulations.
