REGULATIONS

Article 1. Organisation

The 5th TOUR OF QATAR is organised by the QATAR CYCLING FEDERATION with the technical and sporting assistance of Amaury Sport Organisation (A.S.O.) pursuant to the regulations of the International Cycling Union. From monday january 30th 2006 to friday february 3rd 2006, 5 stages.

Article 2. Type of race

The race is reserved for athletes in the Elite Men’s category.
It has been included in the Continental Asian calendar in class 1 and attributes the following points based on article 2.11.014 of the U.C.I.

Article 3. participation

Pursuant to article L. 2.1.005 of the U.C.I, the event is open to:
In conformity with article 2.2.003, the number of cyclists in each team shall be a maximum of eight and a minimum of five.

Article 4. Race headquarters

The race headquarters will open on Sunday 29 January 2006 from 14.00 hrs to 17.45 hrs at the Ritz Carlton hotel in Doha.
Jersey numbers can be claimed by team managers from 14.00 hrs to 16.45 hrs.
The meeting of Sports Directors, arranged pursuant to article 1.2.087 of the U.C.I regulations in the presence of Members of the College of Race Stewards, will be held at 17.00 hrs at the Ritz Carlton hotel Doha.

Article 5. Radio-Tour

Race information will be broadcast on the “Radio-Tour” frequency, 162,150 Mhz.

Article 6. Neutral Technical Assistance

Neutral technical assistance will be provided by Mavic with three vehicles.

Article 7. Elimination times

For each stage, the finish deadline is equivalent to 12% more than that of the winner. Exceptional situations will be decided by the College of Stewards after consultation with race management.

Article 8. Bonuses

Time bonuses (applied solely to the individual overall rankings) are attributed for stages (art. L. 2.6.019).They concern Intermediate Sprints and finish. The attribution of the bonuses is as follows:
  1. 1) .For each intermediate sprint, 3”, 2” et 1” will be attributed to the first three ranked cyclists.
  2. 2) .At the finish, 10”, 6” and 4” will be attributed to the first three ranked cyclists.

Article 9. Individual Overall Time Rankings

The individual overall Time rankings is decided by adding up times recorded for each of the stages taking into account bonuses and penalties - article 2.6.014 of the U.C.I. The leader of the overall individual rankings will wear a «Golden» jersey

Article 10. Rankings by points

A ranking by points will be determined by adding the points obtained in each of the 5 stages as well as the Intermediate Sprints, pursuant to article 2.6.017 of the U.C.I.
The following points will be attributed for each of the 2 intermediate sprints of each stage:
3 - 2 and 1 points for the first three rankings.
At the finish of the five stages:
30 - 27 - 25 - 23 - 21 - 19 - 17 - 15 - 13 - 11 - 10 - 9 - 8 - 7 - 6 5 - 4 - 3 - 2 and 1 points for the 20 first cyclists ranked.
The leader of the rankings will wear a “Silver” jersey.
If there is a tie, the following criteria will be used to decide the race order:
  1. 1. number of stage victories
  2. 2. number of victories in the intermediate sprints
  3. 3. individual overall ranking on time.
To obtain prizes in the final overall ranking, competitors must have completed the race within the time regulations.
Prizes based on rankings by points are:
- for each of the intermediate sprints:
1st € 200 - 2nd € 150 - 3rd € 100
i.e. € 450 x 10 = € 4,500
Overall final rankings:
1st € 1,800 - 2nd € 1,500 - 3rd € 1,200 - 4th € 1,000 - 5th € 800
6th € 600 - 7th € 500 - 8th € 400 - 9th € 300 - 10th € 200
Total: € 8,300 TOTAL AMOUNT OF PRIZES FOR RANKINGS BY POINTS: € 12,800

Article 11. Rankings of Young competitors

The rankings of young competitors is reserved for cyclists born since 1 January 1981.
The leader of the Young cyclists ranking will wear a Blue jersey.
Prizes attributed to rankings for Young competitors are:
1st € 1,500- 2nd €1,200 - 3rd € 1,000 - 4th € 800 - 5th € 600
Total: € 5,100
Total amount of prizes for Rankings of Young Cyclists: € 5,100


Article 12. Rankings by Teams

Pursuant to article 2.6.016 b of the U.C.I regulations, the overall ranking by teams each day is decided by adding up the three best individual times for each team. If there is a tie, the team order will be decided by adding up the positions obtained by the first three cyclists in the stage. If there is again a tie, the team order will be decided by the position of the best cyclist in the stage rankings.
The overall ranking by teams each day is decided by adding up the three best individual times for each team in all the stages. If there is a tie, the following criteria will be used to decide the race order:
  1. 1. number of first places in the team rankings for the day
  2. 2. number of second places in the team rankings for the day etc.
If there is again a tie, the team order will be decided by the position of the team’s best cyclist in the overall individual rankings.
Teams reduced to less than 3 cyclists are eliminated from the overall team rankings.

Article 13. prizes

The total amount of prizes for the fifth TOUR OF QATAR is:
  • - Individual overall ranking on time € 83,810
  • - Rankings of young competitors € 5,100
  • - Rankings by points € 12,800
  • - Rankings by teams € 5,100
Total amount of prizes and Bonuses: € 106,810

Article 14. Drug controls

The drugs control will take place at the Ritz Carlton Hotel in Doha.

Article 15. Protocole

At the finish of each stage the winner of the stage and the leaders in the various rankings must present themselves to “protocol”
officials:
  • - the winner of the stage
  • - the leader of the overall individual rankings
  • - the leader of the rankings by points
  • - the leader of the Young cyclists ranking

Article 16. Penalties

Penalties comply with U.C.I regulations.
