ARTICLE 1. Organisation
The 21st TOUR DU FASO is being organised by the Ministry of Sports and Leisure, the Burkina Cycling Federation and Amaury Sport Organisation, pursuant to the regulations of the International Cycling Federation. It will take place from 26 October to 4 November 2007 and comprises 10 stages.
ARTICLE 2. Participation
The 21st Tour du Faso is open to national selections, sports groups and other entities authorised pursuant to class 2 ICU regulations.
Each team comprises 6 riders.
ARTICLE 3. ICU Classifications
For individual ICU classifications, the event attributes: 40,30,16,12,10,8,6 and 3 points to the first eight riders in the final individual overall classifications, 8, 5 and 2 points to the first three riders in each stage and 4 points to the leader (of each stage).
ARTICLE 4. Race headquarters
The race headquarters, from where licensed team managers can obtain their cycling numbers, will be open from Thursday 25 October 10:00 hrs at the C.A.C.S (Centre d'Accueil et de Conférence), Boulevard Circulaire, route de Fada N'Gourma, Ouagadougou.
The meeting of Sports Directors, in the presence of Members of the College of Race Stewards, will be held at 16:30 hrs at the C.A.C.S.
The opening ceremony of the 21st Tour du Faso will take place on 25 October from 18:30 hrs, at Ouagadougou.
ARTICLE 5. Radio-Tour
Race information will be broadcast on the "Radio Tour" frequency. Receivers will be provided to teams for the duration of the event.
ARTICLE 6. Individual Overall Time Classification
The individual overall Time classification is decided by adding up times recorded for each of the stages, taking into account bonuses and penalties - article 2.6.014 of the ICU. In the event of equality of time in the overall classifications, use will be made of the sum of positions obtained for each stage and, as a last resort, the position obtained in the last stage - article 2.6.015 of the ICU.
The leader of the overall individual classification will wear a "Yellow" jersey.
ARTICLE 7. ICU Individual Overall Classification on points
An individual overall classification by points will be determined by adding the points obtained in each of the 11 stages, pursuant to article 2.6.017 of the ICU.
Attribution of points: from the 1st to 20th ranked rider: 30, 27, 25, 23, 21, 19, 17, 15, 13, 11, 10, 9, 8, 7, 6, 5, 4, 3, 2 and 1 points.
If there is a tie, the following criteria will be used to decide the race order:
1) number of stage victories
2) number of victories in the intermediate sprints
3) individual final classification on time
The leader of the overall individual classification on points wears a Green Jersey.
ARTICLE 8. Individual Overall Classification for Intermediate Sprints
An individual overall classification for intermediate sprints will be determined by adding the points obtained in each of the intermediate sprints.
For each sprint, 3, 2, and 1 points will be attributed to the first three ranked riders.
If there is a tie, the following criteria will be used to decide the race order:
1) number of victories in the intermediate sprints,
2) Number of 2
nd places,
3) Number of 3
rd places,
4) Final overall classification on time.
The leader of the Overall Classification of the intermediate sprints will wear a Pink Jersey.
ARTICLE 9. Individual Overall Classification of Young competitors
The overall individual classification for young competitors is reserved for riders born after 1 January 1983.
The first of the overall individual classifications on time is the day's leader of Young competitors. After the first stage, he will be declared winner of the overall classification of Young competitors.
The leader of the overall individual classification of Young competitors wears a White Jersey.
ARTICLE 10. Individual overall classification of the Economic and Monetary Union of West Africa (UEMOA)
The overall individual classification of the UEMOA is reserved for riders belonging to member countries of the UEMOA. The first of them in the overall individual classification on time is declared the day's winner of the so-called "integration" classifications. After the first stage, he will be declared winner of the overall classification of member countries of the UEMOA.
The leader of the overall individual classifications of the UEMOA wears a Pale Green Jersey.
ARTICLE 11. Individual Overall Classification for the 1st African
The overall individual classification for the first African is reserved for riders belonging to teams in the Africa Region (outside Europe). The first among them in the overall individual classification on time is the day's leader in the classification. After the first stage, he will be declared winner of the overall classifications of the best African.
The leader of the overall individual classification of the best African wears a Blue Jersey.
ARTICLE 12. Individual Overall Classifications for Combativity
The overall individual classification for combativity recompenses the rider who makes the greatest efforts and who demonstrates the best sporting spirit. This classification, determined during the straight line stages, is awarded by a jury chaired by the race director.
The winner of the combativity price for the stage wears a red jersey during the following stage.
A "Super Combativity" prize is awarded by members of the Jury at the end of the Tour du Faso.
ARTICLE 13. Classification by teams
The overall classification by teams each day is decided by adding up the three best individual times for each team. If there is a tie, the team order will be decided by adding up the positions obtained by the first three cyclists in the stage. The overall classification by teams each day is decided by adding up the three best individual times for each team in all the stages: If there is a tie, the following criteria will be used to decide the race order:
1) number of first places in the team classification for the day
2) number of second places in the team classification for the day
Etc.
Teams reduced to less than 3 cyclists are eliminated from the overall team classification.
ARTICLE 14. Bonuses
Time bonuses are attributed for all stages.
They are attributed as follows:
At stage finishes: 10'', 6'', 4'' for the first three ranked riders.
For each intermediate sprint, 3", 2" and 1" for the first three ranked riders.
ARTICLE 15. Elimination times
For each stage, the finish deadline is equivalent to 20% more than that of the winner.
ARTICLE 16. Drug controls
Drug controls will take place under the authority of the International Cycling Union and designated officials, at the finish of each stage.
ARTICLE 17. Protocole
At the finish of each stage the following must present themselves to "protocol" officials:
The winner of the stage
the leader of the overall individual classification on time
the leader of the overall individual classification on points
the leader of the overall individual classification of the intermediate sprints
the leader of the overall individual classification of Young competitors
the leader of the overall individual classification for the first African
the leader of the overall individual classification for member countries of the UEMOA
the leader of the overall individual classification for Combativity
Riders due to receive scarves
At the start of each stage the following must present themselves to "protocol" officials:
the leader of the overall team classification.
ARTICLE 18. Penalties
Penalties comply with ICU regulations.
ARTICLE 19. Wearing of helmets
As provided for in the ICU regulations, helmets must be worn.
